Social norms action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.

Non-Formal Education Project - The Philippines

The Non-Formal Education - Accreditation and Equivalency (NFE A&E) System was implemented by The Philippine NGO Council on Population, Health and Welfare, Inc. (PNGOC) as part of a national effort to prepare Filipinos to fight poverty and ignorance by offering certification to out-of-school youth (OSY) and adults (OSA) living in depressed communities. This certification is intended to help build new knowledge, skills, attitudes, and values to the end of increasing participants' standard of living and quality of life.
Communication Strategies
The A&E Learning Support System allows the student to meet the Instructional Manager (IM) based on an agreed day and time (the IM has 400 hours in the learning centre, which amounts to 3-4 months). The learning centre may be in the barangay hall, a day care centre, a chapel, or a residence. The programme is community-based in that IMs come from the community they serve. Learning modules take the place of textbooks so that varied topics affecting everyday life and local and global issues may be presented to learners. (Learners select modules of interest to them.) A special feature of the programme is the one-on-one approach - the IM assists learners in coming up with a learning plan; the IM closely monitors learning progress.

The NFE A&E test offers OSY, OSA, functional illiterates, unemployed people, elementary and secondary education drop-outs, and industrial workers the possibility of certification. The NFE A&E test is a standardised paper- and pencil-based test featuring multiple-choice questions based on the expected learning outcomes articulated in the five learning strands of the NFE A&E Curriculum framework:
  1. Communication skills: ability to read and write and to apply these skills in solving problems of daily living and accessing new information and opportunities in order to lead a better life
  2. Problem solving and critical thinking: skills conducive to reading calendars, counting change, reading road signs with numbers, and so on
  3. Sustainable use of resources/productivity
  4. Development of self and sense of community
  5. Expanding one's world vision: Filipinos are part of global community
Those who pass the course receive an elementary or secondary certificate that is comparable to graduate status. This certificate enables them to enter a four-year college course or vocational courses, or to become employed. Those who receive a certificate are aided in their future pursuits through career counseling or a referral system.

This programme was initiated in response to a study commissioned by the Department of Education and Sports (DECS) and spearheaded by the Bureau of Nonformal Education and its nonformal education partners (which include government agencies, state universities and colleges, the Asian Development Bank (ADB), as well as individual nonformal education experts).

PNGOC has implemented the NFE A&E project in Manila, Muntinlupa, Pasay City, Las Piñas, Caloocan, Makati, Mandaluyong, Marikina, Pasig, San Juan, Quezon City, Taguig, Pateros, Valenzuela, Samar, Romblon, Bohol, Cebu, Lapu lapu, Mandaue, North Cotabato, and Biñan.

hello good day po..i want to enroll this kind of education nfe a&e because i dont have formal education i am only graduate at elementary then itried to study in first year 2 times but my first time in 1st year im stopped because the financial problem.and year 2004 i tried to joined,, nfe a&e deped,, and im failed..then i tried again enroll at public school first year high school again then the principal say im not possible to enroll because the problem is my birth certificate is tampered on the problem is my birth date.please help me i know my english is not good but i hope you understand..please help me because i want to enroll again...
