Social norms action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at lainiciativadecomunicacion.com and is linked with The CI Global site.

Tingog sa Kabataan - Barangay Lahug, Cebu City, Philippines

Tingog sa Kabataan, which means 'Voice of the Children', is a 30-minute radio programme airing every Sunday morning on DYSS, a local AM band radio station of the GMA Network in Barangay Lahug, Cebu City, Philippines. First broadcast in 1999, the show is produced by 18 youth between the ages of 9 and 21, some of whom have at one time been victims of various kinds of abuse. The primary goal of Tingog sa Kabataan is to enable marginalised children to talk about and advocate for change related to issues affecting them - especially rights-related issues.
Communication Strategies
The children and young people who produce the show gather each month to decide which topics and themes will be at the forefront of the Saturday recording sessions that particular month. They meet at the offices of the End Child Prostitution, Child Pornography and the Trafficking of Children for Sexual Purposes - Philipinnes (ECPAT Philippines) - Cebu Office to discuss the details of the particular theme selected. Then they divide the script writing assignment among themselves. In the afternoon, they go to the radio station for the recording session. Partner NGOs serve as advisors and hosts during brainstorming, script writing, and recording sessions. A technician associated with the radio station assists the children and youth during the actual recording session.

While varied, programmes are structured to give young Filippinos an opportunity to express their views, values, and beliefs. The young producers have featured issues like child labour, juvenile justice, commercial sexual exploitation of children, and education, among others. They have adopted the United Nations Convention of the Rights of the Child as a framework. Segments include:
  • "Discuss Bata (Children's Discussion)" - discussion between two or more young broadcasters on an issue concerning children
  • Human Interest - historical facts, trivia, world events, and issues that are of interest to children and young people
  • Story Telling - a short drama on children and young people's daily lives
  • News and/or Commentary - updates on upcoming events, programmes and services for or involving children and young people; or a commentary on a child-related issue
  • Interview - guests are interviewed on a topic affecting children and young people

Key Points
The programme first aired in October 1999 in celebration of Children's Month in the Philippines and the tenth anniversary of the adoption of the UN Convention on the Rights of the Child.

Tingog sa Kabataan received an award from the Kapisanan ng mga Brodkaster ng Pilipinas (Association of Broadcasters of the Philippines) during the Alay sa Kabataan Awards 2002 (Gift for the Children Awards 2002) as the Best Weekly Provincial Radio Program. It was recognised as one of the Good Practices in Child Participation during the East Asia and the Pacific Regional Conference (October 16-18 2001 in Bangkok, Thailand). During the 2nd World Congress against Commercial Sexual Exploitation of Children (December 2001 in Yokohama, Japan), the BBC featured the radio programme as one of the best practices in combating commercial sexual exploitation.
